1921 Census
The 1921 census of Forgan registration district was taken on the night of Sunday 19 Jun 1921, and recorded 3852 people at 1029 addresses, in barracks and on the Training Ship 'Mars'.

About the 1921 census
The 1921 census was due to be taken on Sunday 24th April 1921 but due to the threats of industrial action it was postponed until the night of Sunday 19 June 1921. This resulted in some families being away from home on holiday on census night. Unfortunately, with two exceptions, the enumeration books do not record which houses were empty that night, so there is no indication whatsoever of which families are absent and which houses are empty.
Details recorded in the Enumeration Books:
- Number of schedule (allocated consecutively from 1 in each enumeration district)
- Name of street, place, road, etc.
- House number or name
- Number of rooms with one or more windows, in each house, and also the number used by lodgers. Kitchens to be counted as rooms, but not bathrooms, sculleries, pantries nor rooms used as offices, shops or for other business purposes.
- Number of people living in those rooms
- Name of each living person that had spent the night in that house
- Relationship of person enumerated to the head of the household
- Age, in years and months
- Sex of the person
- Person's marital status - single, married or widowed
- If under 15, whether both parents are alive, or mother dead, or father dead
- Person's place of birth - county and place (if outside of UK, only the country may be given)
- Nationality, if born abroad
- Is Gaelic only spoken, or Gaelic and English?
- Person's profession, or occupation
- Whether an employer, a worker, or neither employer nor employed but working on own account. Also, if working at home; or if out of work.
- Name and business of employer
- Whether entitled to National Health Insurance
- Number and ages of dependent children under 16
- A separate house is defined as 'every dwelling (1) with a distinct outside entrance from a street, court, lane or road, etc.; or (2) with a door opening directly into a common stair or passage; but any such dwelling, if subdivided and occupied by different families, is reckoned as one house'.
- Lodgers and separate occupiers are given their own schedules and separated from other occupiers in the same house by a single stroke.

The parish was split into 6 Enumeration Districts:
Enumeration District 1
[Part of East Newport, Ward 1] The northern boundary of this enumeration district is the Firth of Tay commencing at and including the Old Granary property, East Newport and ending at the centre of the road at Robert Street, East Newport. The eastern boundary extends from said centre of road at Robert Street to the burgh boundary at east end of Norwood Terrace. The southern boundary extends from the east end of Norwood Terrace in a southerly direction to the boundary stone in Cupar Road opposite the east end of Old Kirk Road. The western boundary extends from said boundary stone along the centre of Cupar Road to the commencement of the northern boundary at the Old Granary.

Enumeration District 2
[Part of East Newport, Ward 1] The northern boundary of this enumeration district is the Firth of Tay commencing at the centre of the road at Robert Street, East Newport and ending at the burgh boundary stone beyond Tavgrove. The eastern boundary extends from said boundary stone in a southeasterly direction to but excluding Whincraig. The southern boundary extends from Whincraig to the east end of Norwood Terrace. The western boundary commences at the east end of Norwood Terrace and extends through Gowrie Wood and the centre of Robert Street to the Firth of Tay where the second district commences.

Enumeration District 3
[West Newport, Ward 2] The northern boundary of this enumeration district is the Firth of Tay commencing at but excluding the Old Granary property, East Newport and ending at a point behind but excluding Fishers Cottage property, Woodhaven. The eastern boundary extends from but excludes the Old Granary property, East Newport along the centre of the Cupar Road to the boundary stone in said road opposite the east end of Old Kirk Road. The southern boundary extends from the said last boundary stone along the burgh boundary to the second railway bridge beyond Waterstone Crook. The western boundary extends from said railway bridge northwards to the end of the northern boundary at Fishers Cottage, Woodhaven.

Enumeration District 4
[Woodhaven & Wormit - Ward 3, TS Mars, Military in Barracks] The northern boundary of this enumeration district is the Firth of Tay commencing at a point behind but including Fisher Cottage at Woodhaven, and ending at the burgh boundary stone at Wormit Bay. The western boundary runs from said boundary stone in a southerly direction to the burgh boundary stone at the east end of Wormit Farm. The southern boundary extends from the last mentioned boundary stone in an easterly direction to the second railway bridge to the west of Waterstone Crook, West Newport. The eastern boundary extends from said railway bridge in a northerly direction to the point where the northern boundary begins at Fisher Cottage, Woodhaven.

Enumeration District 5
[Rural East] The northern boundary of this enumeration district is the Firth of Tay commencing at the burgh boundary stone beyond Taygrove and ending at the boundary between the parishes of Forgan and Ferry Port on Craig. The eastern boundary extends from the Firth of Tay along the boundary line between the said two parishes till it joins Leuchars parish boundary at and including Morton Farm. The southern boundary extends thence from said farm in a westerly direction following the boundary between Forgan and Leuchars parishes to a point in the public road leading from Leuchars to Newport near Comerton Home. The western boundary extends from said last mentioned point along the centre of said public road to the burgh boundary stone on said road opposite the east end of Kirk Road and this district is separated from No. 1 district by a line running from said boundary stone eastwards to the boundary stone in Inverdovat footpath near the windmill, thence in a northerly direction past and including Whincraig to the foresaid burgh boundary stone beyond Taygrove.

Enumeration District 6
[Rural West] The northern boundary of this enumeration district extends from the boundary stone opposite the east end of Kirk Road westwards along the boundary line of the police birgh of Newport to the burgh boundary stone at Wormit Bay. The western boundary runs from that point in a southerly direction along the boundary between Forgan and Balmerino parishes to the Newton Hill. The southern boundary extends from the said Newton Hill eastwards along the boundary line between Forgan and Kilmany parishes to Bogton and thence eastwards to but excluding Comerton. The eastern boundary extends from Comerton along the centre of the public road leading from Leuchars to Newport to the foresaid burgh boundary stone opposite the east end of Kirk Road.
